Surreypass Will Be One Card for All Services: Imagine Surrey

FOR IMMEDIATE RELEASE
Thursday, September 24, 2026

SURREY, BC — Mike Starchuk today unveiled the SurreyPass: one card, on your phone or in your wallet, for every City service. Recreation, libraries, permits, parking, events, and bike lockers. Live in year one.

Today a Surrey family signs up separately for the pool, the library, and the parking app, and applies separately for every discount it already qualifies for. Under an Imagine Surrey council, the SurreyPass applies affordability support automatically: the recreation pass for a senior aged 60 to 69 drops from $436 to $218, residents 70 and over pay nothing, the Super Senior Fee is gone, and every child under five gets a free first swim lesson, with no second form. Local business perks come through Buy Surrey. And the card is built to carry the lower transit fares Imagine Surrey will negotiate through a City bulk-buy, modelled on Victoria.

“When I was Chief Fire Prevention Officer, the rule was simple: if a resident has to chase City Hall for something they already paid for, City Hall is the problem,” said Starchuk. “One card. Your discount shows up on its own. Nobody proves at a counter three times a year that they’re a senior.”

Imagine Surrey intends to partner with local businesses to encourage buying Surrey products and services by offering discounts and special privileges to SurreyPass holders. The SurreyPass will also be an essential part of Mike Starchuk’s pledge to lower transit fares, anyone with a SurreyPass would be eligible for the $70 a month transit fare that Imagine Surrey will bring to the city. The possibilities of the SurreyPass are endless.

“Our system is confusing, inaccessible, and too expensive for many families. We need to think smart to better serve our communities,” said Margaret Mubanda, Imagine Surrey council candidate. “Families in Surrey leave money on the table because the system is built for City Hall, not for them. The SurreyPass will put you back at the heart of the city while saving you and the system money. That’s what smart investments will look like with an Imagine Surrey majority on City Council and Mike Starchuk in the Mayor’s office.”

“This is what a City Hall built for residents looks like,” said Starchuk. “This October, put out the fire at City Hall and elect a team that puts the city in your pocket.”

Imagine Surrey is committed to lower costs for Surrey families. Imagine Surrey’s full platform will be released over the coming weeks.
