SURREY, BC — Mike Starchuk today committed to a crackdown on street racing and modified exhausts: enforcement blitzes with Surrey Police, noise cameras on the worst corridors, and a loud-vehicle button in the Surrey 311 app so enforcement follows the data.
Residents brought the Surrey Police Board a petition with more than 600 signatures. Last September the board heard that catching a loud car depends on “random chance,” found the policy “adequate,” and closed the file. In July the petitioners wrote that the noise is worse. Street racing and modified exhausts are already illegal. The problem is enforcement, made worse by Mayor Locke’s $47M cut to the police budget in 2026.
Under an Imagine Surrey council, Mike Starchuk will work with Surrey Police and the Integrated Road Safety Unit will run blitzes with inspection orders, tows, and impounds used to the full extent the Motor Vehicle Act allows, the first within 60 days. Noise cameras and escalating bylaw fines will target repeat offenders while the City asks the Province for automated ticketing. A 311 button will log plate, place, and time in 30 seconds, and complaints, tickets, and impounds will be published by corridor every month. Surrey Police’s Project Rogue Racers wrote almost 100 tickets in one night on 192 Street in June 2025. The tools work when they’re used.
“‘Adequate’ is the answer you get when nobody at City Hall wants to own the problem,” said Ashiyana Hanif, Imagine Surrey council candidate and founder of Media Waves Live. “My neighbours in Panorama hear it every night. Nobody should be awake at 1:00 am because someone wanted the whole block to hear their exhaust.”
“I spent 32 years as a firefighter. I’ve been to the crashes,” said Starchuk. “We’re going to enforce the law and publish the numbers. This October, put out the fire at City Hall and elect a team that will turn down the noise.”
